I tried the following method to eliminate the 40Hz oscillation.
1. Using capacitors 10 uF, 2.2uF to bypass 3V3 power, but found them not working.
2. Removing the blue elastic band electrode cables. This works very well! the oscillation immediately disappeared.
3. I replaced the trouble making electrode cables with a 1m2 long audio stereo cable and found the oscillation shrinks. Shorter stereo cable shrinks further. No cable no oscillation!
So I think a quick and dirty get around is to replace the blue electrode cable.
